Annotation
The Federal Higher Education Act prohibits colleges and universities that do not have drug abuse prevention programs on campus from receiving funds from the Department of Education. Thirty-nine community colleges in Texas, characterized by older and nontraditional student bodies and diverse course offerings, were surveyed to determine how their administrations had responded to this requirement.
Abstract
The results suggested that the Federal law had influenced the development of both student and employee substance abuse policies. The legislation, rather than actual concern about employee and student drug use, was cited as the primary influence on policy development. The vast majority of the community colleges had a written student policy on drugs and many were carrying out various preventive activities on their campuses. However, most of these programs were limited to substance abuse awareness programs, which are generally thought to have little effect on actual substance abuse behaviors. To be effective, the Federal Government should provide specific guidelines for prevention activities, conduct periodic program reviews, and authorize additional funding. 4 tables and 15 references
