This report describes the procedures established by the New York State Department of Correctional Services to identify and track foreign-born inmates and to assist the Federal Government in identifying and removing excludable and deportable criminal aliens.
Abstract
The Department routinely interacts with two Federal agencies: the United States Immigration and Naturalization Service and the Executive Office for Immigration Review. New inmates in New York undergo preclassification bookings, with further checks done for inmates reporting a place of birth other than the United States or one of its possessions. Since 1986, the Department has been working with other agencies to conduct deportation proceedings against incarcerated criminal aliens under a program called the Alien Criminal Apprehension Program. The Department routinely considers new procedures and their costs and benefits. Appended list of correctional facilities and form showing the information collected on each inmate.
