Title II, also known as the Victims of Child Abuse Act 1990, discusses the investigation and prosecution of child abuse cases, court-appointed special advocate programs, child abuse training programs, Federal victims' rights and protections, child care worker background checks, grants for televised testimony, and the treatment of juvenile offenders who are victims of child abuse. The subsequent sections contain the Child Protection Restoration and Penalties Enhancement Act of 1990, outline offenses involving children, and discuss the protection of crime victims.
