Data are provided on the number of youth in programs operated by New York State's Division for Youth (DFY) on December 31, 1991.
Abstract
DFY programs included secure, limited secure, and nonsecure facilities, as well as foster care, community care, and other nonresidential treatment programs. Custody cases involved youth admitted for the first time, youth admitted on a new placement following discharge from a prior placement, and parole violators. Of a total youth population of 2,709 at the end of December 31, 1991, 392 were in secure programs, 689 in limited secure programs, 895 in nonsecure programs, 116 in foster care programs, 104 in nonresidential programs, and 513 in community care programs. Most adjudications involved offenders between 14 and 16 years of age; 56 percent were black, 15 percent were Hispanic, and 16 percent were white. Most serious placement offenses involved assault, larceny, robbery, and drugs. Some of the offenders needed mental health, sex offender, substance abuse, or special education services. 4 tables and 2 figures
