This report presents data and information on police commendations, complaints against police, and the disposition of such complaints for England and Wales in 1992.
Abstract
A total of 44,200 commendations were received by the police in 1992, more than twice the number of complaint cases. A total of 17,400 complaint cases were received by the police, 4 percent more than in 1991. Of the complaints received in 1992, 71 percent were withdrawn or informally resolved. A total of 590 complaints were substantiated, half involving a failure of duty and a quarter involving oppressive behavior. Disciplinary charges were proved against 329 officers, resulting in 76 officers being dismissed or required to resign. A total of 236 officers were convicted of criminal offenses, of which 35 were convictions for nontraffic offenses. There were 33 deaths in police custody. Law provides that a police officer who is disciplined by his chief officer for a disciplinary offense has the right to appeal to the Home Secretary against the finding or punishment or both. In 1992, decisions were reached on 46 appeals; 33 appeals were referred to appeals tribunals. Seven appeals resulted in a variation of punishment, and four appeals against findings of guilt were allowed. 14 tables and 5 notes
