Actions recommended to address this problem include primary prevention and early intervention services; the training of professionals and staff in ethnic and cultural issues; program sensitivity to ethnic and cultural issues; and the enforcement of laws that address the inequities that minority youth and their families experience in the juvenile justice, economic, social, and educational systems. Additional measures should include evaluation and accountability for all public and private agencies, employment and vocational training to ensure that minorities have competitive skills, and funding to address the needs of minority youths and their families.
