The John E. Goode Pre-Trial Detention Facility in Jacksonville, Florida, was opened in 1991 after 16 years of planning, research, and development to solve longstanding problems related to incarceration in Duval County.
Abstract
More than 1,700 inmates of various classifications were moved from seven separate facilities around the county into the new facility. Prior to the facility's opening, interim responses to overcrowding included innovative pretrial release programs, such as signature bonds, surety bonds, cash bonds, release on own recognizance, notice to appear, jail sweeps (mass releases), and the renovation of an abandoned juvenile shelter for use as an overflow housing facility. Workshops conducted under the auspices of the National Institute of Corrections PONI (Planning of New Institutions) Program facilitated construction, transition, and occupation phases of facility development. A jail planning team was organized to develop a comprehensive jail planning schedule and conduct a prearchitectural needs analysis. Current operations were assessed with a view toward consolidation, and a jail design team planned each section of the new facility according to interoperability and efficient space utilization. The transition process is described in terms of organization, administration, personnel, training, safety and security, programs, support services, and move logistics.
