Key components of an effective regime to prevent the diversion of chemicals were identified as vigilance, administrative surveillance, registration/authorization of operators, export authorization, and import authorization. The task than considered the necessity and practicality of applying these measures to the three categories of identified chemicals. Other recommendations to address the issue of chemical diversion related to the 1988 UN Convention Against Illicit Traffic in Narcotic Drugs and Psychotropic Substances: (1) having all nations sign the convention, (2) providing adequate funds to the International Narcotics Control Board, (3) developing methods to monitor commerce in subject chemicals, (4) improving international cooperation by sharing pertinent information and providing law enforcement assistance, and (5) implementing appropriate national regulatory schemes.
