In the opening letter, U.S. Attorney General Janet Reno explains that the Department of Justice will award $150 million to law enforcement agencies throughout the Nation to help hire and rehire sworn officers, as part of an overall strategy to combat crime. Funds will be targeted toward localities most in need.
