The program, covering the 1989-1994 period, recognizes that Mexico's national security is threated by drug abuse and drug trafficking and acknowledges the production of marijuana, opium gum, and crude heroin in and the transshipment of cocaine through Mexico. The program incorporates the use of intelligence, interdiction, legal strategies, and international cooperation to control the drug problem. Progress made in drug control is reported that focuses on prevention, rehabilitation, and law enforcement. Government efforts to modernize law enforcement agencies are noted, as well as efforts to improve coordination between the Federal Government and States and to facilitate social mobilization and international cooperation. In sum, Mexico's drug control program recognizes the need to foster a sense of joint responsibility and international solidarity.
