The escalating drug trafficking and abuse problems in East Europe are a source of concern not only because the region has become a source of clandestinely produced drugs, but because major drug trafficking groups are using it for transshipment of illicit drugs. The conference presentations and discussions highlighted a number of areas for priority consideration. These included the control of pharmaceuticals and chemicals in a free market, the control of banking and currency transactions, and enforcement strategies. Investigative techniques described by some of the experts included use of undercover officers and informants, controlled deliveries, and electronic and video surveillance. Other topics of interest to the participants were international cooperation, sanctions and penalties, information systems, and government administration of a coordinated drug enforcement strategy.
