Abstract
The plan will be distributed to all police commanders and will also be disseminated externally to explain the Department's philosophy and strategies for the present and future. Organizational systems and methods are being altered to complement the new strategy. The major performance objectives of units and programs will include problem solving, community assistance and crime prevention, law enforcement, special programs for major crimes, and support through analytical and technological resources.
