Abstract
Youths with chronic illnesses and disabilities often enter the juvenile justice system, as well as youths who have been victimized by violence, homelessness, and chronic mental health disorders. Papers discuss these issues along with comprehensive health and psychological assessment, sexuality and sexually transmitted diseases, and substance abuse treatment programs. A paper surveys the major legal issues that confront health care professionals who work with incarcerated youth, and another discusses the training needs of health care workers who deal with juvenile inmate populations. Poverty, lack of economic opportunity, substance abuse, and violence contribute significantly to the overrepresentation of minority youth in the juvenile justice system. These issues are also discussed in a number of papers. The concluding paper explores existing practices in health care financing for secure and nonsecure facilities that house delinquent children.
