In 1992, Klanwatch documented a record number of bias-motivated murders and a sharp increase in the number and brutality of hate crime assaults. Hate crimes on college campuses resulted in numerous assaults and the murder of at least one student. School boards and college and university officials will not even acknowledge hate crimes on their campuses and often attempt to cover them up rather than deal with them. According to a crime concept study by the International Association of Chiefs of Police, a strong response to hate crimes is essential because a tepid response leads perpetrators to believe they can act again, and more violently, with little chance of being caught. Educators share a crucial responsibility for addressing hate crimes effectively because bigotry is learned at an early age. School boards, administrators and classroom teachers must join in a cooperative effort to work on the problem. Law enforcement personnel visiting the classroom to address the problem of prejudice and hate crimes would be good for the police as well as for the schools. There is a perception among many people that police officers are the primary perpetrators of hate crimes. Black-on-white crime is also on the rise. There is increased tension between blacks and Jews, although there are bright spots, such as dialogues between black and Jewish youth in Crown Heights in the wake of the disorders there.
