In 1991, there were 3,296 drug abuse arrests--a 35-percent increase since 1980, and a 4-percent decrease since 1990. The trend has been a decrease since a peak at 5,132 in 1985. The proportion that involve sales or manufacture has more than doubled since 1985. In 1991, 64 percent of the sales and manufacturing arrests--a 394-percent increase since 1980, and a 1-percent increase since 1990.
