The Virginia State Crime Commission (VSCC) presents its recommendations on pharmaceutical drug diversion, drug law enforcement efforts, youth gangs, the availability of substance abuse treatment in local jails, and coordination with the office of the Governor.
Abstract
Regarding pharmaceutical drug diversion, recommendations have to do with education and training of health professionals and law enforcement officers, better use of Medicaid claims data and other data, and a monitoring program to document fraudulent practices as well as cost- effective ones. Regarding drug law enforcement efforts, the Department of State Police should continue to conduct semiannual training conferences for multijurisdictional task forces in cooperation with the VSCC, and should complete the computerization of the task forces. Regarding youth gangs, the Virginia Department of Criminal Justice Services should develop a model curriculum for law enforcement officer response to the problem, emphasizing the importance of information on gangs and of interagency cooperation. Regarding the availability of substance abuse treatment in local jails, the Department of Mental Health, Mental Retardation and Substance Abuse should develop training and technical assistance programs for jail substance abuse counselors, and should report to the VSCC on the progress of the jail services project. Finally, regarding coordination with the office of the Governor, the VSCC and the Drug Policy Office should continue to coordinate antidrug projects, avoid duplication of effort, and promote effective and efficient use of resources. 3 appendixes
