The Act provides that the Administrator of the Office of Juvenile Justice and Delinquency Prevention (OJJDP) have the same reporting relationship with the U.S. Attorney General as the directors of other offices and bureaus within the Office of Justice Programs. The reauthorizing legislation creates several new grant programs. For example, the Act authorizes new funding in the form of "challenge grants" to States to improve juvenile justice administration and also to address problems related to child abuse. In addition, the Act creates grant programs to prevent and reduce juvenile criminal activities. Title II of the Act, dealing with juvenile justice and delinquency prevention, focuses on the OJJDP, Federal assistance to State and local programs, national juvenile justice programs, gang-free schools and communities, treatment for juvenile offenders who are victims of child abuse or neglect, mentoring, and boot camps. Titles III and IV deal with runaway and homeless youth and missing children, respectively. Title V covers incentive grants for local delinquency prevention programs. Amendments to the Victims of Crime Act of 1990, the Head Start Improvement Act of 1992, the Child Care Development Block Grant Act of 1992, and the Child Abuse Prevention and Treatment Act of 1974 are noted. 6 references and 1 table
