Of the 570 agencies surveyed, 311 (55 percent) reported that they placed one or more minors in secure detention during 1992. Of the 311 agencies, 237 held minors for less than 6 hours, 67 held minors over 6 but less than 24 hours, and 7 held minors over 24 hours. Monthly reports submitted by the 311 agencies indicated that 34,995 minors were securely confined during 1992, compared to 45,270 in 1991. Of the 34,995 confinements in 1992, 34,601 were securely detained for periods of less than 6 hours. Confinements over 24 hours declined by 71 percent between 1984 and 1992, from 485 to 141. The report addresses legislation affecting the secure confinement of minors, as well as the role of the California Youth Authority and its monitoring and data collection system. Appendixes contain data on juvenile confinement in jails and lockups, facilities that confined minors for more than 24 hours in 1992, and changes in confinement length between 1990 and 1992. 4 tables
