A model vocational education and training program in the Hennepin Adult Corrections Facility in Hennepin County (Minn.) was evaluated with respect to its client characteristics and outcomes following release.
Abstract
The POWER (Providing Opportunities for Work, Education, and Readiness) program was selected as a United States Department of Education demonstration site to test the program for 18 months. The program provides participants with skills and aptitude assessments, work readiness training, education classes, and support services to facilitate the transition back into the community. Upon release, participants receive additional services to support reentry. These include prearranged job interviews, case management services, and assistance in locating housing and other basic services. The evaluation revealed that 148 individuals have taken part in the program. Data from 126 participants who successfully completed the program revealed the participants tended to be young white or black males who had previously been unemployed and were repeat offenders with drug abuse problems. By November 8, 1993, 56 percent had obtained at least one job, and most were still working. The median wage was $6 per hour. Only 13 percent are known to have been reincarcerated following their release. Although the program has successfully implemented work readiness and life skills training, further program development should take place over the next 6 to 9 months to make the program a model program.
