This report documents and illustrates the nature and extent of the drug problem in Oregon and Multnomah County (Portland).
Abstract
It relies on data that already exist through established surveys or standard reporting system. The data and information are intended for use by the public in a general assessment of the drug problem. It is not intended for use as a technical measurement or evaluation device. The 13 indicators of the nature and scope of the drug problem in Oregon and Multnomah County were selected based on four major criteria: the indicator is reliable (can be measured consistently from year to year); the indicator is valid (measures what it intends to measure); it is practical to collect; and it provides an accurate representation of a major aspect of the community drug problem. Data and information generally encompass the years 1986 through 1993. The 13 indexes for which information and data are provided cover drug-affected babies, student drug use, student alcohol use, juvenile arrests for drug offenses, adult arrests for drug offenses, arrestees testing positive for drugs, marijuana plants seized, companies with drug policies and drug testing, positives in pre-employment drug testing, people treated for substance abuse problems, teen alcohol- involved traffic deaths, adult alcohol-involved traffic deaths, and drug-related deaths. 10 references
