The recommendations are divided into three sections. The first, department organization, provides for a youth division or youth officer, and outlines relevant responsibilities including screening all reports dealing with police contact with children, reviewing all departmental court referrals of children, assessing diversion decisions, assisting field officers, developing and maintaining juvenile offender files, and implementing juvenile delinquency prevention programs. The second section outlines procedures related to juvenile offenders, listing factors to consider in handling juvenile offenders and options for handling them, including verbal warning and release, conference with parents and teachers, referral to Juvenile Review Board, noncustodial referral to court, or custodial referral to court. The final group of policies refer to the handling of juvenile nonoffenders, i.e., children from families with service needs, victims of abuse or neglect, and missing children. The policies also cover record- keeping and confidentiality. 7 appendixes
