Abstract
Act 91 relates to oleoresin of capsicum (pepper spray) and tear gas. Among other things, it prohibits the sale, possession, use, or transport of pepper spray in Wisconsin. Act 92 pertains to carjacking, defined as the intentional taking of any vehicle without the owner's consent while possessing a dangerous weapon and by the use of, or threat of the use of, force or the weapon against another. Penalties vary according to the extent of the harm done in the course of the carjacking. Act 94 relates to discharging a firearm from a vehicle. It specifies that whoever intentionally discharges a firearm from a vehicle while on a highway or on a vehicle parking lot that is open to the public under specified circumstances is guilty of a class C felony. Act 96 relates to stalking and harassment; and act 97 relates to mandatory minimum sentences for certain repeat criminal offenders, input in the parole decisionmaking process, and admissibility of evidence regarding the manner of dress of a complaining witness. Act 118 pertains to the trafficking in and possession and use of Methcathinone.
