The 27 task forces made 3,906 arrests in 1994, of which 1,898 were for drug manufacturing, cultivation, or distribution and 2,008 were for drug possession. This represented a subtantial increase in drug arrests since 1990 when task forces made 2,601 total arrests. Drug arrest figures in 1994, however, were lower than 1992 and 1993 totals. Many more adults than juveniles were arrested during the 1990-1994 period, but percentage increases were greater over the 5 years for juvenile drug arrests. Overall, juvenile arrests increased by 240.2 percent, while adult arrests increased by 40.4 percent. Cocaine and marijuana comprised the largest categories for which drug arrests were made in Wisconsin between 1990 and 1994. While cocaine arrests declined between 1990 and 1994, arrests for cocaine base increased notably.
