This report presents statistics and descriptions of the operations, programs, and inmates of the Hong Kong Correctional Services during 1994.
Abstract
The correctional population continued to increase during the year, largely as a result of new initiatives to address immigration offenses; the average occupancy rate was 119 percent. The country has four prisons of maximum security, four of medium security and four of minimum security. The country also has facilities for female inmates and youthful offenders under age 21. It operates a compulsory drug treatment program under the Drug Addiction Treatment Centres Ordinance. Programs and services include academic education, vocational training, libraries, physical education, recreational activities, and medical and mental health services. Correctional Services also administers aftercare services, and correctional industries provide a wide range of products and services together with inmate employment.
