The program aims to promote and encourage the efforts of neighborhood people to prevent drug abuse, crime, and violence by consolidating resources into a single community-wide system of prevention, early identification, treatment, and aftercare. Three neighborhood resource centers in the target issue provide training, coordination, support, resource development, and technical assistance for community activities. It promotes drug prevention through community coalitions, parent and youth groups, mentor programs with the schools, court watch committees, community events, drug-free celebrations, and conferences. It provides training in community mobilization, drugs in the workplace, conflict resolution, media skills, law enforcement, positive parenting, accessing resources, drug awareness, and school staff leadership development. Its supportive services include culturally competent family intervention and counseling services; individual assessment, placement, and advocacy counseling; culturally competent intervention and treatment referral services; and aftercare services involving support groups, occupational and supported-living services, and ongoing education.
