The plan covers the agencies involved in recruiting, selecting, training, retraining, managing, planning, and monitoring criminal justice personnel. During the planning process, criminal justice practitioners identified several major issues important to the plan. These included diversity awareness; recruitment, selection, and retention; community- oriented trends; training concerns; the increase in crime and social decay; and ethics. The plan includes goals and objectives in the following areas: recruitment, selection, training/education, standards, retention, management, planning, and public relations.
