This security program planning guide, developed for the Federal Transit Administration (FTA), focuses on helping transit system authorities attain the highest practical level of safety and security in all transit modes.
Abstract
The FTA promotes the awareness of transit safety and security throughout the transit community by establishing programs to collect and disseminate information on safety and security concepts, practices, and guidelines. The FTA encourages all transit systems to develop and implement a transit system security plan that covers passengers, vehicles, and facilities. The security program planning guide covers goals and objectives of the transit system security plan, security and law enforcement, management authority over and legal aspects of transit security, and government involvement in transit security. A detailed description of the transit system is presented, and guidelines for implementing and managing the transit system security plan are offered. Roles and responsibilities of planners are identified, and information on threats and transit system vulnerabilities is provided. Appendixes contain a bibliography, a glossary of security terms, and supplemental information on transit security. References and figures
