The survey focused on 10 issues: child care, child protection, children in custody, education, health, juvenile justice, mental health, drug abuse, teen pregnancy, and welfare reform. It noted five possible action items for each issue. The survey was distributed to organizations that had endorsed the 1994 Children's Coalition Platform, organizations that regularly participate with TCCY at the state level, and members of the TCCY regional councils. Responses came from 707 organizations and individuals. Results revealed that education, child protection, and welfare reform are the priority issues. Priority actions in these and other areas included reducing student-teacher ratios; ensuring accessible, affordable, quality child care; ensuring child care for children with mothers moving from welfare to work; funding child abuse prevention programs; and establishing more community-based, family-centered juvenile delinquency prevention and dropout prevention programs for all children and youth.
