More than half of the school system's 27,000 students receive free lunch and require public transportation. The Richmond Public Schools intensified its dropout prevention efforts during the 1989-90 school year; the school/community dropout prevention and recovery efforts have reversed the high dropout rate, enhanced the quality of education, and reduced the number of at-risk students.
