Conference participants considered media and political interest in youth crime in the United Kingdom, the common law concept that a child is presumed to be incapable of committing a criminal offense, the age of criminal responsibility in criminal proceedings in Europe, and perspectives of the United Nations Convention on the Rights of the Child. Conference participants also addressed the treatment of juveniles accused of criminal offenses in the United States, children and the criminal justice system in Scotland, longitudinal aspects of reconviction and secure and open intervention with juvenile offenders in Northern Ireland, and the future of juvenile justice policies in England and Wales.
