Licensing procedures and operating standards are outlined for secure residential youth care facilities in Illinois, based on Title 20, Part 801, of the Illinois Administrative Code dealing with corrections, criminal justice, and law enforcement.
Abstract
Subpart A of Part 801 covers licensing procedures and contains sections on applicability, designees, definitions, variances and waivers, license applications and fees, and licensing requirements. This subpart also includes sections on the inspection of programs, operations, and security; background investigations; criminal convictions and pending criminal charges; confidentiality of personnel information; permits and license renewal; grounds for revoking, terminating, or refusing to issue a license; complaints about licensees; conditional licenses; closure orders; license hearings; and facility operation without a license. Subpart B of Part 801 deals with operating standards related to admission and release, administration, reports and correspondence, media access, fiscal management, insurance, youth funds and property, personnel, training and staff development, youth records, juvenile tracking, research, and volunteers. In addition, operating standards are outlined for physical facilities, individuals with disabilities, youth supervision, security procedures, the use of force, youth courts, youth movement, control of contraband, tools and equipment, safety and emergency procedures, criminal violations, warrants, youth discipline, youth rights, grievance procedures, personal hygiene, health services, suicide prevention, case management, education, library services, recreation and leisure time, religious programs, mail, telephone, visitors, and release.
