After presenting general information on the European Institute for Crime Prevention and Control (HEUNI), HEUNI 1995 activities are reviewed, and the 1996 work program is described.
Abstract
HEUNI is the regional European link in the network of institutes that operate within the framework of the United Nations Crime Prevention and Criminal Justice Program. The primary objective of HEUNI is to promote the international exchange of information on crime prevention and control among European countries. The most important ways HEUNI seeks to achieve its objectives are through the organization of seminars and expert group meetings on crime and criminal justice issues of relevance to European countries; research; and the collection and dissemination of information on matters within its competence. In 1995 HEUNI sponsored the Ninth United Nations Congress on the Prevention of Crime and the Treatment of Offenders, which brought together more than 2,000 persons from 140 countries to discuss a broad range of issues. The fourth session of the United Nations Commission on Crime Prevention and Criminal Justice not only reviewed the numerous resolutions that came from the Ninth Congress, but started charting new directions in developing effective international cooperation based on priority issues. Eleven HEUNI publications came out during the year, dealing with such a diversity of subjects as crime prevention strategies, trends in crime and criminal justice systems in 50 European and North American countries, computer applications for criminal justice, prison systems in Central and Eastern Europe, organized crime, crime, justice and human rights in the Baltics, and alien smuggling. The priority theme for 1995 was national and transnational crime, economic crime, and the role of criminal law in the protection of the environment; projects related to this theme are profiled. Other priority themes were crime prevention in urban areas, juvenile crime, and violent crime, as well as improvement in the management and administration of criminal justice and related systems. Other topics discussed are the collection and dissemination of information, the scholarship program, participation in international meetings, and other international cooperation. The budget is also presented.
