Law enforcement by itself cannot eradicate the nation¦s drug problem. More attention is focused on the question of demand, on reducing the number of new users through preventive education and early intervention, as well as decreasing the number of existing users through treatment and aftercare. While local efforts at curbing demand have had some success, there is a sense of frustration in some communities at the problem's apparent intractability. This sense of frustration has begun to polarize the policy debate between advocates of dramatic increases in enforcement, including possible suspension of certain due-process protections, and those who advocate decriminalization or outright legalization. A third approach would consolidate various community efforts into more focused, unified efforts. The article describes several such programs in 15 communities, with emphasis on the importance of consensus among local interests and organizations. References
