The Orleans Parish Diversion Program for drug-involved first-time offenders, employs modern technology to reduce demand for drugs and to evaluate noninvasive drug testing using the biological matrixes of hair, sweat, and saliva. The Program requires of participants: (1) meetings with Diversion Counselor 2-4 times per month; (2) abstinence; (3) community substance abuse treatment; (4) random urine testing; (5) periodic hair testing; (6) 12-step groups; (7) payment of restitution and program fees; (8) family involvement; and (9) referral to community resources (vocational/GED/job search, health/medical, housing, financial). An organizational diagram identifies parish, Federal, city, State, private, and volunteer components of the program. Community substance abuse treatment alternatives are listed, as are features of hair and urine testing and the tests' uses in the Diversionary Program. A bar graph displays recidivism statistics.
