This report provides data and information pertinent to the Washington State Community Protection Act, a comprehensive set of laws that increased prison terms for sex offenders, authorized funds for treatment of adult and juvenile sex offenders, and provided services for victims of sexual assault.
Abstract
As part of the law, a registration requirement was imposed upon juvenile and adult sex offenders; those found guilty of a sex offense must register with the local sheriff in their county of residence. In addition, a civil commitment statute for sexually violent predators was created. The first section of this report focuses on definitions in the law; these pertain to sex crimes, special sex offender sentencing alternative, special sex offender disposition alternative, and the sexually violent predator. The second section provides data on the rates of sex crime arrests and child abuse in Washington State. Another section addresses recidivism patterns for sex offenders. These encompass State recidivism rates and international recidivism rates. A section on sex offender registration and community notification provides information and data on decisionmaking, the release of juvenile sex offenders, States that require registration and notification, registration compliance, and rearrest rates.
