The program was conceptualized using a general systems model that includes input, process, output, environment, and feedback. The program's two options, academic and vocational, are interrelated and are operationalized on four levels, each increasing in complexity. Progression through the program is based on an assessment of individual student needs. Plans call for the development of a computerized management system to monitor each student's academic and behavioral progress. Vocational offerings are being expanded and revamped to enable students to develop skills and competencies. In addition, linkages are being developed with the community by establishing advisory boards composed of leaders in business, industry, and social service areas. The program stresses the need to facilitate the smooth transition of students from institutions to productive independent living. 1 figure
