This document presents background information and a model set of procedures for use by communities in drafting a protocol and establishing and operating a local multidisciplinary team for the investigation and prosecution of child sexual abuse in Kentucky.
Abstract
The model procedures were developed as a result of the findings of a task force appointed by the State attorney general in 1992. The task force concluded that the traditional process for investigating and prosecuting child sexual abuse is adult-oriented and adversarial and can impede a child's ability to recover from the initial victimization. The model protocol addresses primary areas that should be included in the protocols of local multidisciplinary teams. These areas include a clearly stated mission, delineated goals and objectives, a general description of the roles and responsibilities of each team member, a specification of the meetings and other aspects of operation of the local team, the issue of confidentiality, a description of training needs, procedures for the investigation and review of cases, and other crucial elements. The model protocol also offers recommendations and strategies for the process of developing local teams.
