This report overviews recent developments concerning current United Nations standards and norms in the field of crime prevention and criminal justice and focuses on ways to facilitate the use and dissemination of these standards and to improve cooperation between United Nations member countries.
Abstract
The report highlights the main results of four surveys related to the implementation of United Nations Standard Minimum Rules for the Treatment of Prisoners, the Code of Conduct for Law Enforcement Officials (including Basic Principles on the Use of Force and Firearms by Law Enforcement Officials), Basic Principles on the Independence of the Judiciary, and the Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power. The report also considers capital punishment and safeguards to protect the rights of individuals facing the death penalty, human rights, social development, the advancement of women, and cooperation with nongovernmental organizations. The importance of United Nations standards, norms, guidelines, and model treaties in crime prevention and criminal justice is emphasized. 14 notes
