Abstract
The 5.3 million offenses recorded by the police in 1994 represented a decline of 3 percent from 1993. Seizures of drugs increased by 23 percent to 108,000, while drug offenders increased by 25 percent to 87,000. The Criminal Procedures and Investigations Bill published on November 17, 1995 would create a statutory system for prosecution and defense disclosure in criminal cases, a code of practice for police, and pretrial hearings in complex cases. Agencies issued reports on the mandatory life sentence for murder, time intervals for criminal proceedings in magistrates' courts, the prisoner escort and subsidy service, services for mentally ill offenders, and the training of probation officers.
