MANAGEMENT AND MANPOWER STUDY OF DENVER'S CONFINEMENT FACILITIES, REVEALED CONSIDERABLE WASTE DUE TO OVERSTAFFING AND CONFLICT OVER CONTROL OF THE CITY JAIL.
Abstract
SEVERAL ALTERNATIVE SOLUTIONS ARE PROPOSED TO REMEDY EXISTING PROBLEMS. IT IS RECOMMENDED THAT THE SHERIFF'S DOWNTOWN OFFICE, WHICH PROVIDES CUSTODY FOR PRISONERS IN COURT AND WHICH IS RESPONSIBLE FOR THE MOVEMENT OF PRISONERS, BE REORGANIZED AT THE MANAGERIAL LEVEL. IT IS SUGGESTED THAT A NEW DETENTION TANK BE CONSTRUCTED IN THE CRIMINAL WARD OF THE DENVER GENERAL HOSPITAL AND THAT THE GUARDS IN THE COLORADO GENERAL HOSPITAL BE ELIMINATED. A GENERAL RESTRUCTURING OF THE CITY JAIL IS PROPOSED, AND IT IS SUGGESTED THAT THE SHERIFF'S DEPARTMENT ASSUME COMPLETE CONTROL OVER ITS OPERATION. PROPOSALS ARE MADE FOR FURTHER RESEARCH TO IMPROVE SEVERAL MANAGEMENT AND OPERATIONAL FUNCTIONS.
