This training manual presents background information about the Texas program for victim compensation and details the policies and procedures regarding the duties of law enforcement personnel, victim eligibility requirements, application completion and processing, and appeals.
Abstract
Texas established its program in 1979. The money in the fund comes from curt costs generated by criminal convictions. The fund is eligible for Federal matching funds under the Federal Victims of Crime Act of 1984. Persons who must be notified of the program include victims of sexual assault, kidnapping, and aggravated robbery; victims who have been injured or killed; the spouses, parents, adult siblings, and children of deceased victims; and persons who are victims' legal guardians because of the victim's age or physical or mental incompetency. Compensation is denied if the victim knowingly and willingly took part in the crime, is the offender or an accomplice, or is a prison or jail inmate. Figures and detailed descriptions of procedures
