This kit presents all of the information and forms necessary to apply for Violent Offender Incarceration and Truth-in- Sentencing Incentive Grants.
Abstract
The introduction advises that through the Violent Offender Incarceration and Truth-in-Sentencing Incentive Grant Program, created under Title II, Subtitle A of the Crime Act, as amended, funding is available to States as formula grants to build or expand correctional facilities and jails to increase secure confinement space for violent offenders. Half of the funds are available for Violent Offender Incarceration Grants and half for Truth-in-Sentencing Incentive Grants. States may apply for both grant categories. Program purposes, definitions, and general eligibility provisions are specified, followed by a description of eligibility requirements for Violent Offender Incarceration Grants and then a review of eligibility requirements for Truth- in-Sentencing Incentive Grants. Other topics discussed are an exception for geriatric prisoners and/or prisoners with medical conditions; demonstrated ability to operate facilities; recognition of the rights of crime victims; drug testing, intervention, and sanctions program; and the reporting of inmate deaths. A section on the uses of grant funds discusses sharing funds with units of local governments, funding for juvenile facilities, and privatization.
