This document presents answers to frequently asked questions related to the Violent Offender Incarceration and Truth-in- Sentencing Incentive Grants; it provides an interpretation of the program provisions and requirements defined in the Program Guidance and Application Kit and should be used as a companion document to the kit.
Abstract
The first set of questions and answers pertains to program purpose. The program's purpose is to provide funds to States for increasing correctional facility space for the confinement of persons who have been convicted of violent crimes. The next section of questions and answers focuses on program eligibility. Questions and answers address such issues as who can apply, the amount of money available, and the eligibility of States who are participating in a regional compact to build a regional facility. Another section of questions and answers considers the specific eligibility requirements pertinent to plans for violent offender incarceration. This is followed by questions and answers that focus on the eligibility requirements for Truth-in-Sentencing Incentive Grants. Other sections of this document address the following issues: Exception for geriatric prisoners and/or prisoners with medical conditions; allowable uses of funds; demonstrated ability to operate facilities; recognition of the rights and needs of crime victims; drug testing, interventions, and sanctions program; inmate death reporting; sharing funds with units of local government; juvenile facilities; and private facilities.
