This volume presents 15 papers focusing on a 1994 conference on international criminal justice, the 1995 United Nations General Assembly resolution on the establishment of an international criminal court, the findings of international tribunals dealing with war crimes, and other issues related to war crimes and other violations of human rights.
Abstract
The conference reviewed past efforts to establish a system of international justice, the current status of the International Law Commission's draft statute for a permanent international criminal court, and the history of international organizations concerned with investigating responsibility for war crimes and crimes against humanity. The discussions also focused on issues related to enforcement of decisions regarding efforts to achieve accountability for recent war crimes and the political realities likely to affect current and future efforts in this area. Other papers focus on the ad hoc tribunal for crimes against humanitarian law in the former Yugoslavia, the international tribunal for Rwanda, capital punishment in wartime, and the Torture Victim Protection Act in the United States.
