This report presents the methodology and findings of an evaluation of Maryland's Drug Interdiction Unit (DIU) within the State Support Services Division.
Abstract
The DIU began its operation in 1990. Its mission is to locate and interdict illegal drugs transported via the airports, bus, and train stations, hotels/motels, U.S. mail, private courier companies, and the waterways. Currently, there are eight members in the unit. A statistical analysis of the DIU's arrests; drug seizures; and currency, vehicle, jewelry, and electronic seizures confirms its effectiveness. This evaluation contains recommendations that will increase the DIU's efficiency, so that it can increase its effectiveness with its limited personnel and overtime resources. The evaluation was performed through the use of personal interviews and anonymous surveys of DIU members over a 3-month period. Recommendations are in the areas of out-of- State travel, communications, time management, and training. Recommendations include the authorization of out-of-State travel, an increase in the utility of the radio communications system, implementation of monthly meetings, the formation of an interdiction working group and an annual interdiction symposium, and the writing of a memorandum of understanding with the U.S. Postal Service. Other recommendations are to increase and enhance computer resources, fill all vacancies, hire a civilian support employee, implement training in Spanish, and establish monthly entry team training.
