This report presents data and information related to the performance of South Dakota's Multi-Jurisdictional Drug Task Force Program, as well as information and data on the activities of each of the 12 task forces.
Abstract
The four primary sources of data used to analyze the Multi- Jurisdictional Drug Task Force Program are monthly project performance reports, the Division of Criminal Investigation reports, Unified Judicial System reports, and the Criminal History Database. The Multi-Jurisdictional Drug Task Force Program provides support to law enforcement and prosecution agencies that develop multiagency projects to investigate and prosecute narcotics traffickers and conspirators. The program intends to develop successful cases against these multi- jurisdictional offenses, which require unique, time-consuming investigative techniques and coordination among agencies. According to the data obtained and analyzed, the major needs of law enforcement are apparently consistent statewide. The major resource needs noted by local law enforcement agencies are additional people to work as undercover agents and more agents to work on illicit drug-related crime. The identified needs include more training; better methods of intelligence collection, analysis, and dissemination; more equipment to be made available to local agencies for use in illicit drug cases; and the establishment of more multi-jurisdictional task forces to provide increased enforcement efforts. The Multi-Jurisdictional Drug Task Force Program has assisted in meeting two of the most pressing needs identified: personnel and equipment. Additional training related to the illicit drug and marijuana problem has also been addressed under this program, along with improved methods of intelligence collection, analysis, and dissemination.
