An introduction notes that many cases of juvenile delinquency are not the actions of individuals. Instead, they are actions of youth acting together. The aggregation of individual acts in a model of behavior shared with many others may lead to a new delinquent culture. However, delinquency does not involve a culture that is completely distinct from one that conforms to the rules.
