In 1994, the juvenile courts requested intervention by the social services department in 206 cases. The most common offenses are property offenses; 43 percent involve theft. Offenses against the person are the next most frequent; only a small proportion involve drug law offenses. Most juvenile offenders are male; those age 16-17 are at greatest risk. The central issues for these youths are to pause and understand what is happening to them and to ensure that they are helped to develop their own abilities and individual potential. The active involvement of the family is sought, as are the support of educational and recreational agencies. Training for employment is also important. Another program focuses on outreach to youth in the street. A further program is the educational tutoring service. The role of the municipality as an expression and a promoter of the local community is also important.
