The Washington/Baltimore High Intensity Drug Trafficking Area (HIDTA) was established on February 2, 1994. With the leadership of the United States Attorney for Maryland and support from staff at the Office of National Drug Control Policy, the HIDTA quickly formed an executive committee and began developing its operational strategy. Accomplishments have included the development of a strategic plan, the establishment of a philosophy of a continuum of care to guide HIDTA treatment programs, and the development of measurable goals and objectives for all initiatives. Other accomplishments included the development of criminal justice sanctions for the treatment component, the creation of an evaluation model for law enforcement and treatment initiatives, and the preparation of a comprehensive threat assessment of the HIDTA region. The HIDTA also established three drug testing laboratories to support existing drug courts in Maryland and Virginia, purchased surveillance equipment, created an information center with analysts and a strategic intelligence unit.
