JCCP supervises juveniles under electronic monitoring supervision in both Volusia and Flagler Counties. Ninety-five percent of the youths referred to JCCP are required to be oriented and placed on electronic monitoring supervision in their homes. Ninety-five percent of the youths who participate in the program are required to have a minimum of three face-to-face contacts per week while under JCCP supervision; the actual percentage exceeds 99 percent. Ninety-five percent of the youths participating in the JCCP are required to have reports submitted to the court weekly. Around-the-clock monitoring is maintained. This report concludes that JCCP continues to be a viable alternative to secure detention for juveniles. Effectiveness with juveniles locally is well documented. A substantial cost saving continues to be achieved through the program without an increased risk to the community. The report advises that it is essential that the program be used only for appropriate juveniles. The report recommends consideration of innovations to strengthen the program and the expansion of JCCP to assist in relieving overcrowding problems in secure detention. It is further recommended that JCCP be used in conjunction with alternative community programs. 1 table and 1 figure
